If you have a domain registered with godaddy, you should be able to have it's 
IP address(es) point anywhere, to any server on the Internet. This is not 
"forwarding", just "resolving".

Most ISPs (cable modem, xDSL) offer their "business users" static IP address 
(usually in blocks, e.g. "5 pack"). That said, a lot of "dynamic IP addresses" 
don't actually change that often so long as their modem stays connected to 
renew their address lease (so sysops often don't really need a truly static 
address).
