Several news outlets have been fact-checking this as false, which means they are either finding something that was said (usually by Trump) that included a falsehood, or they are ignoring FEMA's own website. FEMA is an agency under DHS, as is the CBP. That might be how they say it is "false" by claiming the "money comes from DHS" but, since FEMA is a part of DHS, all "FEMA money" comes from DHS.
